The IEICE will celebrate its 100th anniversary on May 1, 2017. Science and technology in the fields of electronics, information, and communication have changed significantly over the last 100 years, particularly since the advent of the Internet, which has enabled science and technology to transcend national borders, thereby accelerating globalization of our community. Toward the anniversary, the IEICE has been addressing interdisciplinary activities, new social value creation, and institutional reformation targeting reinforcement of IEICE’s international status, in order to enhance our activities. Open access publishing of Transactions is one of our considerations. It will allow people in any country to read articles free of charge. This should lead to a significant increase in circulation and improvement of the quality of not only IEICE Transactions but also interdisciplinary activities and new social value creation. It is also expected that expansion of the IEICE and a consequent increase in its international visibility will advance all activities of the institute. As an important step toward such advances, the Information and Systems Society, which has examined the issues ahead of other IEICE Societies, will initiate open access publishing* of “IEICE Transactions on Information and Systems” in January, 2017. Through this pre-trial, we will validate the effectiveness of open access publishing, together with its effects on society finances.

*Open access to “IEICE Transactions on Information and Systems” is available via J-stage.

Founded in 1917, this institute will mark its 100th anniversary in 2017. I-Scover Version 1.1 has been released. In response to the helpful suggestions from I-Scover users, we have updated I-Scover as follows:

- The design of the top page has been changed so that Basic and Advanced Searches can be easily differentiated by users.
- In the display of “Related articles” and in the “Article list” page, the “Article number(s)” for each article is displayed as a data item.
- The list page, which appears when clicking “More”, is opened in the same window/frame instead of a new window. Consequently, if you select one of the links from the list page, you can return to the list page by clicking the back arrow on the browser.
- Some expressions have been modified to afford a better understanding of their usage. For example,
“Title (Ascending)”→ “Title (Alphabetical order)”
“Publication date (Ascending)”→ “Publication date (From the oldest)”

From January 1st 2011, our editorial policy will be changed partially, and we will accept color submission in the IEICE Transactions on Information and Systems, in which color figures, color photographs and color tables appear in color in the online version, and they appear in black and white in the printed version.

From April 2011, applications to the IEICE Overseas Membership Development Program(OMDP)
from members resident in China and Singapore will no longer be accepted.

A new on-line journal, Nonlinear Theory and Its Applications (NOLTA), IEICE has been published in 1st October 2010 from the Institute of Electronics, Information and Communication Engineers (IEICE), Japan. This is a quarterly journal that publishes original, peer-reviewed papers on the entire field of nonlinear science, engineering and mathematics.

If you desire to contribute using Word after April 2010, please keep in mind the fact that, as a rule, use of the template is essential, and it will be impossible to accept contributions that use discretionary formats.

As the part of the means to support student members, IEICE attempt to discount their page charges. The means is applied to the paper or letter whose first author is a student member of IEICE and which are submitted before 30 September 2008.

As of October 1, 2007, we will implement a new submission procedure that will be more convenient for submitters.

The office building, Kikai-Shinko-Kaikan, has been under earthquake-proof const-ruction since 1st of October, 2006. In this context, we moved our office to room 101 on the ground floor of the same building at the beginning of January 2007.

Subscription to the IEICE Transactions Online is suspended because of an unpayment of membership fee.
Please notice that after your payment, it will take about a month when you will be able to subscribe to the IEICE Transactions Online again.

According to the decision of the Board of Directors, the term of payment of a membership fee will be changed from the fiscal year 2006. The membership fee for Members and Student members shall be paid before the next fiscal year in advance. In this connection, we will send you a bill of your membership fee for the next fiscal year in every November of previous year. Regarding the fiscal year 2006, we will send you the bill of your membership fee twice.

The first, we will send you it for April, 2006 - March, 2007 in May, 2006.
The second, we will send you it for April, 2007 - March, 2008 in November, 2006.

The online editions of IEICE Transactions, which was available free of charge to date, shift to a fee-based system under which only members will have access the main texts of contributed manuscripts from 2 April 2006, as is well known.
With the new system, the passwords used to date is no longer accepted from 2 April, with new passwords to be issued to only individual members through the regular mail service by the end of March 2006.

General Assembly approved a change, effective April 2006, away from distribution of IEICE Transactions in the conventional journal format to furnishing the rights to access online versions.

From April 2005, applications to the IEICE Overseas Membership Development Program(OMDP) from members resident in Republic of Korea and Taiwan are no longer accepted.
(The discount on page charges by OMDP is not provided to author(s) whose manuscript is submitted after April 1, 2005(JST).)

OThe manuscripts from authors failing to satisfy the required submission qualifications are not accepted from July 1, 2005.

On a trial basis, for a step toward a fee-based subscription, from January 2005 issue, English papers will also be released in a web page, "HighWire" maintained by Stanford University Libraries' HighWire Press.

IEICE Electronics Express (ELEX) is an all-electronic journal published twice a month by IEICE and edited by the Electronics Society in IEICE.
The website for manuscript submission to IEICE Electronics Express (ELEX) has been opened on Jan. 30, 2004.
