Dr. Yuichi Matsushima completed the doctoral program at the Graduate School of Science and Engineering, Waseda University in 1978, received a doctorate in engineering, and joined Kokusai Denshin Denwa Co. Ltd. (currently KDDI) in the same year. In 1998, he became a director of KDD R&D Laboratories, Inc. In 2001, he became a representative director and vice president of KDDI R&D Laboratories, Inc. In 2003, he transferred to the Communications Research Laboratory (CRL), Incorporated Administrative Agency, where he served as an executive director of the Information and Network Systems Department. In 2006, he became vice president of the reorganized National Institute of Information and Communications Technology (NICT). After that, from 2010 to 2019, he was active as a professor at the Waseda University, Center for Research Strategy and director of Waseda University's Green Computing Systems Research Organization.

In the field of optical communication systems, he has continued to pursue research and development into pioneering semiconductor optical devices and the challenges of next-generation optical communication technology. He has made significant contributions to the development of this field. At KDD R&D Laboratories, he promoted pioneering research and development on new optical detectors based on compound semiconductors, semiconductor lasers, and optical modulators. He was the first in the world to apply these to a transoceanic optical submarine cable system. Up to this point, he has overcome numerous hurdles toward practical application, such as improving device performance and reliability by introducing strained quantum wells. His research achievements and academic contributions are highly regarded.

After moving to NICT, as a leader of information and communication technology in general, he led a wide range of fields, such as optical networks, human interfaces, and information security. He made efforts to improve the presence of information and communication technology at a national level. In particular, he pointed out the importance of "pioneering research on optical routers" and "Space Division Multiplexing (SDM)" represented by multi-core fibers in the field of optical communications. He boldly took on the challenge of realizing them. Regarding this SDM method, he presided over a study group that brought together various industry-government-academia members, launched a national project, and made efforts to revitalize this field. This trend was eventually taken over by the IEICE's Technical Committee on Extremely Advanced Optical Transmission Technologies (EXAT) and has led Japan to lead the world's top research and development fields, such as by hosting many international conferences.

As for academic activities, he has served as a member and chair of several Technical Committees, "Microwave and Millimeter-Wave Photonics (MWP)" and " Extremely Advanced Optical Transmission Technologies (EXAT)" at the IEICE. In addition to contributing to developing new research fields, he assumed the position of vice president of the IEICE in 2019 and contributed significantly to its operation and activities. In addition, he has held important positions as a director/secretary of the IEEE Tokyo Section and chaired many international conference organizing committees, such as IPRM, contributing to international academic activities.

For the above achievements, he received the Director-General of the Science and Technology Agency Award, the IEE Electronics Letter Premium Award, the Kenjiro Sakurai Memorial Award, the IPRM Award, IEICE's Achievement Award, Distinguished Achievement, Contributions Award, and more. In addition, the IEICE, the IEEE, and the Japan Society of Applied Physics awarded him the title of Fellow.

As mentioned above, Dr. Matsushima's achievements in academic research and the revitalization of a wide range of electronic information communication fields in industry-government-academia, as well as his many years of contribution to the management of IEICE, are truly remarkable. We are confident that Dr. Matsushima is worthy of being an Honorary Member of IEICE and recommend him.
