Abstract(in English) The nesessity of improving the efficiency of radio base station usage by peak load distribution is increasing, because of rapid increase of mobile traffic and frequent occurrence of short term peak load. An off-peak data transfer method which transfers the non-real-time data (e. g. content download) which does not require real-time nature during low load interval of the base station is proposed. In the proposed method, how to monitor the load of the base station is a significant problem. We examined a method which the terminal estimates Resource Block (RB) utilization rate of the serving cell and regards it as a load of the base station. In this paper, a method which LTE terminal controls its communication timing based on the estimated RB utilization rate of the serving cell is investigated, and the basic operation of the off-peak data transfer is confirmed in a commercial LTE network.
