| 抄録(和) | 本稿においては、フィールド実験における技術者倫理と技術系学協会の倫理綱領の役割を考察する。技術系学協会の倫理綱領には3つの機能があると思われる。一つは、そのメンバーが十分な専門的知識と技能を備えるとともに、高い倫理的資質を有すると、公衆に宣言することである。第二に、そのメンバーに対してどのような倫理的行為の水準が求められ、メンバーが当然備えるべき資質は何であるかを教える役割である。第三に、この宣言と教育を通じて、学協会のメンバーと公衆との間で社会契約を結ぶ機能がある。残念ながら、日本においては技術系学協会の倫理綱領は十分その役割を果たしているとは言えず、メンバーの活動が生むであろう社会的利益の増進や危害の回避に役立っているようには思えない。これは、学協会が倫理綱領に従って倫理的行動を行うメンバーの活動を物心ともに支えるだけの制度的な支持がないことに加え、逆にメンバーが問題ある行動を起こした際に法的制裁に代わって倫理的制裁を行うだけの制度的機構がないことに由来する。倫理綱領が十分に機能するようになれば、倫理綱領は、技術的実践およびトラブルが起きやすいフィールド実験を行う際に、その学協会とメンバーが公衆の信頼を得るだけの理由となりえるであろう。 |
| 抄録(英) | In this article, we explore the function of the engineering ethics and the ethical code of the engineering society in the field experiments. An ethical code of an engineering society has 3 general functions: 1) it declarers its members are excellent in the technical knowledge and skills and the ethical qualities to the public 2) it educates the members the standard of the ethical conduct and the quality which the members may as well have, 3)it enters the members into a social contract with public. Unfortunately, ethical codes in general are not used effectively to foster the social goods and avoid the harms which might be brought by engineers as an outcome of technical practices, especially in Japan. In order to make an ethical code of an engineering society function well, the society must fully have the competence to help the members can conduct ethically in material and emotional aspects and make sanctions entailing with an ethical code work well. If do so, the ethical code will be the source of the trust of public in the society and its members in the technical area when they maintain their technical practices and do filed experiments which can make some troubles. |
