Improvement of Observation Scheduling Method for Space Situational Awareness

Abstract(in English) Observation scheduling method for SSA(Space Situational Awareness) which gives priority to only observation effectiveness tend to mark low achievement rate of users' requests. In this paper, we describe the result of study about method of scheduling RSO(Resident Space Object) in low orbit which gives priority to both observation effectiveness and requests achievement rate. We first analyzed the problem of the method which gives priority to only observation effectiveness, and designed a new method which increases the request achievement rate of the requests that have high average of observation effectiveness. As a result, we improved 16.1 points in request achievement rate while marking only 0.063 decrease in average observation effectiveness compared to the method which gives priority to only observation effectiveness.
