Abstract(in English) In this report, we study the concept of barrier and barrier-free from the point of experience. In the first half part of the report, we consider certain characteristics for perception and cognition of barrier(free), and show an inherent asymmetrical property between barrier and barrier-free perception. In the last half part, we propose a service delivery approach to building a barrier-free situation based on the idea that barrier(free) is personal experience. This service design approach will extend the domain of barrier(free) discussion, and consequently provide a theoretical tool useful for practical problems.
