Extending a Proximity-based Air Traffic Control Difficulty Index to Three-Dimensional Airspace

Abstract(in English) Future Air Traffic Management (ATM) will be conducted based on aircraft trajectory information, and trajectory-related indices associated with airspace complexity and safety will be required for airspace design and ATM-related studies. An aircraft pairwise index based on parameters associated with aircraft proximity encounters has been proposed, and the time to closest point of approach and minimum distance are used to relate the index to air traffic control difficulty or controller workload to make it more practically useful. However, the index is not directly applicable to three-dimensional (3D) airspace in which not all aircraft are in level flight. To overcome this deficiency, the index was extended to three-dimensional airspace. This paper briefly describes the approach adopted, discusses the transformation from aircraft pairwise indices to an airspace-wide index, and presents some results of numerical calculations by the proposed approach.
