Abstract(in English) When disasters, such as an earthquake and a fire, occur, urgency is told using disaster radio, television broadcasting, telephone and e-mail, etc. These media are using the sound and the character. it is difficult for deaf people to understand information. Then, the system which carries out communication using their sign language of a mother tongue is examined. Communication usual at the time of a disaster cannot be performed. the image must lessen data volume. data volume permissible by progress of time differs. Moreover, dispatch needs to be easy. Therefore, suitable quality is clarified.
