Abstract(in English) | A review of whole spectrum allocation is provided. Since it takes long time to re-allocate spectrum, spectrum utilization in 50 years from now is considered. In some systems, such as specialized mobile radio or broadcasting, spectrum licensing is divided into small pieces, resulting in inefficient spectrum utilization and investment. It is proposed to introduce common operators instead of individual licensees. A common radio technology among different applications should also be introduced to realize spectrum and economical efficiency. Technology innovation on radar will have large economical impact, since spectrum allocation is quite large. |
