Abstract(in English) In order to quantify the impact of outage for telecommunication networks, the product of number of users and service down time is frequently used. However, the impact of outage is overestimated in the case of using the maximum number of affected users. In this article, the authors proposed a method to improve a calculation by considering the transition of number of disconnected lines. Moreover, the evaluation examples using the data of the Great East Japan Earthquake and the Mid Niigata Prefecture Earthquake are also shown.
