Rethinking "Information Morals Education" in Primary and Secondary Schools : Making a Distinction Between "Information Security Literacy" and "Information Ethics" Education

Abstract(in English) There has been increased media coverage of cases in which children have been caught up in Internet-related crime or danger. Therefore, demand for "Information Morality" training in primary and secondary schools is growing. However, teachers have not yet been able to organize their ideas as to what should be taught in "Moral Education". At the same time, researchers in the field of ethics have been highlighting the feeling of discomfort that people have toward the word "Moral" and the "remoteness" of its meaning and implications. Given this situation, we wish to advocate the following endeavors in this paper. In order to dispel the current confusion and bewilderment in primary and secondary education, it is important to abolish the word "Moral" and instead use the appellation "Information Security Literacy Education." It is also important to acquire an understanding of information ethical dilemmas and to search for solutions, and to do so with the goal of fostering critical thinking in moral, ethics and philosophy education.
