Implementation and Evaluation of Traffic Control Functions based on RAN Congestion Status

Abstract(in English) Since the mobile traffic has been explosively increasing due to a penetration of the smart phones, RAN (Radio Access Network) bandwidth can be tight in the future. For this issue, 3GPP tries to standardize UPCON (User Plane Congestion Management) which notifies the RAN congestion level to EPC for the sake of bandwidth control and/or prioritization of mobile traffic in (or in the rear of) EPC. In this paper, to ensure the communication quality for users, we propose the implementation method of the traffic control function, focusing a) how to notify RAN congestion information from EPC core to the traffic control function, and b) how to associate RAN congestion information with UEs (User Equipments) in the traffic control function. Furthermore, we implemented the experimental system with S/P-GW+PCRF software and this function, and addressed the evaluation results of this proposed system.
