Near-lossless image coding considering the influence of re-encoding

Abstract(in English) This report proposes a new quantization method, called zero-skip quantization and a near-lossless coding method based on this quantization. The proposed coding method enables us to be considered the sparsity of the histogram, and also enables us to use any lossless coder. Because of this feature, in the case of repeating near lossless coding to control the file size, it provides more effective compression performance than those of conventional near lossless encoders such as the JPEG-LS encoder.
