Abstract(in English) A survey was conducted on the use of personal computers and the Internet by blind and visually impaired people. Among 304 respondents, 290 people (95.4%) used personal computers. The survey results are as follows: The operating system used by the most people was Windows 7. The number of refreshable Braille display users decreased whereas the number of portable braille notetaker users increased. In the market of screen reader, Web browser, word processor, OCR, database and other types of software, products from Kochi System Development ranked at the top. Problems in using PCs raised by most respondents were the lack of Web accessibility, concretely speaking, inaccessibility to some Web pages, images, Flash objects and PDF files, difficulty in searching for desired information and reading Web pages, and inaccessibility to CAPTCHA. The solutions to these kinds of inaccessibility are required of the PC user environments.
