Abstract(in English) A design of disaster medical intelligence system on QZS two-way signals is presented in this paper. Generally, the bigger the disaster the greater the confusion in the super-acute stage and even grasping the situation which is necessary for lifesaving and rescue becomes difficult. The METHANE report that was developed by NATO army provides a framework that can construct intelligence that is necessary for rescuing and lifesaving with the minimum amount of information and it is being introduced widely in Europe, Africa and DMAT of Japan. There are reports regarding the efficient usage of this mechanism. On the other hand, since it is limited in the range of receiving radio signals and the use of special devices are necessary, it can be said that it is suitable for local disasters. This project intends to achieve technological development and system construction with the aim of deploying this effectiveness in catastrophes. In 2013, an advance preparation project that had this issue as the theme was executed. As a result, it was possible to conclude that it is compulsory to use a Quasi Zenith Satellite that has the feature of bilaterally (two-way communication) maintaining a long distance at least for 24 hours.
