Abstract(in English) The author submitted the results of reviews made in this Study Group to the 19^ International Congress of Linguists(July 2013). It took place at the University of Geneva where F. Saussure and J. Piaget worked. However, it seemed that the 19^ ICL did not pay respect to the achievement of Saussure and Piaget, and instead it disguised the main concepts of Saussure and negated the existence of Piaget. The author visited several places related to Piaget and encountered "The Debate between Jean Piaget and Noam Chomsky" held in 1975. Through reading it, a new thought on the mechanism of language and intelligence emerged.
