Abstract(in English) Speech scramble method can encrypt the digital audio signal for guaranteeing the confidentiality of speech content. This is a very important technique for preventing eavesdropping and unauthorized copying. There are typical methods such as scramble methods based on speech codecs and reverse scrambling in the frequency domain. However, there seems to be impossible for completely recovering the scrambled speech signal into the original signal. Moreover, nobody can hear out the partial speech content from speech signals scrambled by these methods. This paper proposes a speech scramble method based on random-bit shift of quantization bits using the public key. This paper, then, proposes a semi-scramble method for speech signals based on phonemic restoration, by making flexible use of the proposed method. We evaluated confidentiality and efficiency of the proposed methods by carrying out two objective tests (SER and PESQ). As the results, we confirmed that the speech signals can be fully restored from the scrambled speech by the proposed methods. In addition, we also confirmed that the semi-scrambled speech can be perceived as the original one.
