Abstract(in English) In heterogeneous wireless networks, there are two important requirements; to satisfy the quality of service demand by users and to appropreately distribute the traffic. To achieve these two goals, we propose a unified central congestion control architecture (UC^3), which takes an approach that centralized controls multiple servers in a data center. We first design and implement UC^3 based on a transport layer protocol SCTP to achieve a fundamental design of it. Through emprical evaluations, we prove our architecture emprically.
