Effect of Communication Delay to Evacuation Navigation at the Time of Disaster

Abstract(in English) Quick evacuation in an inner-city area is especially important to reduce victims of a disaster, because an inner-city area is often crowded and people know neither hazard maps nor evacuation route. Therefore, a navigation system to indicate an appropriate evacuation route is necessary. An evacuation route should be rapidly determined in consideration of a road network topology, the location of evacuation centers, and congestion. Such navigation system is useful for evacuation in a disaster. Many store-carry-forward methods for information sharing in a disaster area have been proposed so far; however, as delay cannot be avoid, the navigation system has to indicate an evacuation route based on information of situation different from actual situation. In this paper, we present an algorithm to determine evacuation routes in consideration of delay of information sharing. Moreover, we evaluate how delay effects to evacuation navigation at the time of disaster by simulation.
