On the Calculation Methods of the Propensity Index for a Pair of Aircraft

Abstract(in English) Future air traffic management (ATM) will be based on trajectory information. Indices associated with airspace safety and complexity will be required for airspace design and ATM-related studies. Propensity is a safety index proposed by EUROCONTROL. This index uses the normal distribution to model probability density relating to position uncertainty, and calculates the integral of a function which is product of two such density functions to assess overlap likelihood of each aircraft pair. To enable rapid computation, EUROCONTROL has published an algorithm whereby the integral calculation is simplified by an algebraic method. While investigating the applicability of Propensity to our own studies, a number of questions arose which prompted our independent review of the EUROCONTROL algorithm. This paper briefly describes the Propensity index and its method of calculation, and some of our review results.
