Abstract(in English) In the recent years, users perform massive communication daily under mobile environment. As a result, the quality of the services experienced by users at the time-sensitive applications will deteriorate because of the limitation of bandwidth resources. In this research, we discussed what factors determines the quality of services directly experienced by users at the time-sensitive applications. Then, we decided to focus on the context of users as one of the key factors. We investigated and modeled the context of users in video streaming applications using the technology of the progressive download, which is predicted to occupy the great portion of mobile traffic. This paper proposes and examines the system that controls communication networks by controlling users' conditions based on our user-context model. The validity of the proposed system is discussed by agent simulations.
