Abstract(in English) In these days, public Wi-Fi hotspot service and Wi-Fi access point deployment are becoming popular, and opportunity of web access via these Wi-Fi has increased. Conventionally methods to handoff between cellular system such as 3G or LTE and Wi-Fi without compromising Quality of Experience (QoE) have studied, but problems such as disconnection or Time-out in poor Wi-Fi conditions are still assumed to remain. On the other hand, offloading rapidly inflating data traffic to Wi-Fi network becomes urgent task for mobile network operators, but the foregoing factor which decline QoE by switching cellular system and Wi-Fi become a disincentive for it, therefore QoE is necessary to take into account to promote traffic offloading. In this paper, we study a solution to improve quality on utilizing different Radio Access Technologies (RATs) by simultaneous utilization of different RATs for web access which is assumed to be used frequently, and a traffic offloading effect is also studied.
