Abstract(in English) We analyze scattering cross section in uniform dielectric material caused by fluctuation of permittivity at any point of the space. Our analysis is based on statistical mechanical technique. We make an assumption that the permittivity fluctuation and its derivative at each point are Gauss-distributed according to the central limit theorem, which leads us that the fluctuation field can be interpreted as a scalar field. We try to analyze radiation loss of propagating light with the picture that the propagation mode field interacts with the fluctuation fields and transit to radiation mode. At the end, we argue an extension to the case that the permittivity distribution varies according to the position.
