Abstract(in English) | In the aftermath of the Great East Japan Earthquake, a huge number of mobile base stations were widely damaged, resulting in the service outage in our mobile services. As the mobile communication system is nowadays an important infrastructure particularly in disaster relief operations, we tried to recover service areas early utilizing vehicle-mounted base stations, portable base stations and wireless entrance links, but severed roads prevented us from reaching disaster areas in many cases. Having learned lessons from the earthquake, we are strengthening our disaster countermeasures, one of which is a service recovery from the sea where the damage is independent of disaster situations on land. In order to evaluate the feasibility, we measured basic communication data such as radio propagation characteristics over sea, fluctuations of receiving signal level and communications quality by a vessel's motion, etc. through the field trial with an onboard-vessel mobile base station. This field trial was carried out as part of a feasibility study panel towards possible implementation of onboard-vessel mobile base station for disaster recovery, hosted by Chugoku Bureau of Telecommunications, Ministry of Internal Affairs and Communications in 2012. |
