Abstract(in English) Currently, in order to revitalize local communities and ensure those safety in Fukui prefecture, authors a have considered a network system where a software defined network technology and a delay tolerant network technology are utilized. In this system, the software defined network technology and the delay tolerant network technology are utilized individually. In this paper, we propose a network system where both the technologies work together efficiently so that the increased local safety and local activation are promoted. In our proposed system, each user counts the number of times that the user encounters other users. Then, the counted number of times is collected into each server by using the delay tolerant network technology. Based on the information that is collected into the server, a controller reconstructs the topology of a virtual network by using the software defined network technology. By using the proposed system, it is expected that an adequate network is constructed depending on the utilization of delay tolerant networks.
