Abstract(in English) Identifying attitudes towards policies from the text data spoken or written in various occasions and in medias will be an important part of policy analysis and consensus building. As a first step to develop such method, the proceedings on Long Range Energy Plan discussed in the advisory committee of National Agency of Resource and Energy is analyzed. The findings are as follows: 1) sentences to express policy proposals contain special forms of attitude expressions, 2) in subordinate clause, similar co-appearances of attitude expressions are observed, and 3) the semantic attributes of the verbs which can be used for policy proposal tend to be limited.
