Abstract(in English) This paper proposes a near lossless coding method based on histogram packing and quantization in the spatial domain. By using both histogram packing and quantization with maximum error constraint, an efficient near lossless coding method in which histogram sparsity is considered is given. The proposed method enables to use any lossless coding method since the quantization and coding processes are separated. In addition, the proposed method has the functionalities of ROI(Region of Interest) and rate control coding with high flexibility.
