Abstract(in English) All over the world, the digitization of the administrative procedure has been promoted as a part of the e-government policy. In Japan, the digitization of the administrative procedure has been promoted since IT basic strategy was devised in 2000. In 2002, a so-called administrative procedure online law was established. Although there was a procedure excluded partly, based on this law, the online procedure would be pushed forward comprehensively, and many administrative procedures went online. However, the procedure that had low availability has come up, and the example of the procedure that an on-line procedure was driven into the suspension began to appear. In this study, it compares the example of non-realization with the example of the suspension. Through this study, it discusses a challenge and possibility of the digitization of the administrative procedure.
