Abstract(in English) In mobile cellular networks, in order to reduce the power consumption of a mobile terminal and the radio resources of a base station, the network makes the transition to the Idle state from the Connected state immediately after a mobile terminal communication. However, the growth of the number of mobile terminals making frequent communications such as smart phones and M2M devices triggers an increase in the number of the transition procedures, which puts a heavy load on the network. This paper proposes a method to control the time of the transition state of a terminal by a mobile network. This method calculates the time based on the radio resources consumption of a base station, the processing load of a network state transition procedure.
