An application of arbitration-based multicriteria games to a water resource problem

Abstract(in English) Because of the great importance of water for daily life and industrial activities, a water resource development often causes conflicts among countries and regions. In general, a water demand area and a water supply area make decisions under multiple criteria such as financial situations, social background, and environmental assessments. In this paper, we formulate an arbitration-based multicriteria game model of a water resource problem, which deals with a conflict between an upstream prefecture and a downstream prefecture. In arbitration-based multicriteria games, each player selects strategies for each criterion independently and then he/she selects one strategy based on these strategies. Moreover, we consider a national government's guidance as a restriction of the players' strategies. We investigate equilibria of the water resource problem
