| Abstract(in English) | Recently, Telecom service permeates all levels of our lives and roots deeply as a social infrastructure. Therefore, the social influence of telecom service disruptions is increasing. Telecom service providers have a responsibility to raise reliability so that it may not be disrupted. They must quantify the social influence to decide how frequent the occurrence of telecom service disruptions they should suppress. There are some studies about quantification of the social influence of telecom service disruptions in the past. For example, the conceptual measure of the social disservice and the number of user inquiries. On the other hand, precedent studies on social infrastructure disruptions include the influence evaluation of lifeline disruptions by natural disasters. In this paper, we proposed to adopt the economic impact as a measure of the social influence of telecom service disruptions and to evaluate it using the Cobb-Douglas production function. The influence of service disruptions is expressed as the loss of the labor input in the Cobb-Douglas function by means of the Resilience Factor. As the result, the economic impact can be calculated as the difference in the production of telecom service disruptions duration and normal duration. Moreover, when we suppose to fix the duration of telecom service disruptions, we show that the economic impact can be approximated as a linear function of the number of users suffered by the disruptions. |
