| Abstract(in English) | A devastating disaster causes various serious problems that prevent normal operation of a mobile network to provide communication services properly. In the case of a widespread and large scale disaster like the Great East Japan Earthquake, the mobile network most probably faces massive amount of call attempts for both voice and packet communications because most of people urgently try to confirm the safety of their family, friends, and so forth. It is very difficult to maintain adequate network operation under the critical circumstance. However, social responsibility requests a mobile operator to do the best to keep providing communication services. Obviously, it is not an acceptable solution for a commercial corporation to possess huge idle facilities ready for a disaster without a justifiable reason. Thus, we propose a new mobile networking system equipped with flexible system resource management that allows the operator to provide highly-demanded communication services until the limit of the system resource. In this paper, we introduce key issues and approaches to achieve this new system. |
