Ensuring communication and surveillance utilizing electric vehicles and helicopters under large-scale disasters

Abstract(in English) We constructed a wireless multi-hop network connecting a stricken area and the nearby Internet gateway and provided the emergency communication service using our prototype of shelter communication system on the occasion of the Great East Japan Earthquake. Based on this experience, we argue that small electric vehicles (mini-EVs) may prevail in the future to realize the so-called ubiquitous EV society. These EVs can be diverted to disaster recovery. Specifically, each EV is equipped with sensors and wireless communication devices, and a number of EVs available in a disaster area can form an EV ad hoc network (EVANET). Two use cases of EVANET are emergency networks and disaster area surveillance. Focusing on the latter application, we present the concept of three-dimensional mobile surveillance (3DMS). In 3DMS, EVs on the ground carry small lightweight electric helicopters, termed mini-EHs, and cooperatively collect information on the disaster area. Cameras and other sensors are mounted on each EV and EH to survey disaster areas. We investigate the requirements for a mini-EH in 3DMS, including autonomous piloting capability. To support autonomous piloting, we propose an EH position system using GPS and a low-power wireless transmission system between a mini-EH and its partner EV. We present a prototype of the EH positioning system and show that it has adequate capabilities in terms of transmission range and energy consumption based on real-world experiments.
