Proposal of evidence based risk management strategy for machinery

Abstract(in English) Occupational accidents caused by machines have frequently occurred. However, the relationships between types of industries, machines, movable parts, operations, and level of accident cause of serious accidents, and effective countermeasures, have not been sufficiently explicated. The present study attempted to construct new evidence based safety (EBS) system based on risk management (EBR) strategies. To construct this system, we used a method of quantitatively evaluating the probability of accident occurrence using the total number of working days lost developed by us. This system was to be applied not only to type A accidents, which had repeatedly occurred, but also to type B accidents. Type B accidents were defined as that although the probability of their occurrence was extremely low, their severity was extremely high; consequently, the social impact was serious. The present study also endeavored to propose shifting strategies from focusing on the number of accidents to focusing on severity, and shifting prevention measures from recurrence prevention that focus on direct causes to proactive prevention that focus on prime causes. Simultaneously, it aimed to propose a new accident prevention strategy.
