Abstract(in English) It is not realistic that the capacity of a communication network is determined so that it works well even under the worst traffic condition which happens only locally and instantaneously because of the infrastructure cost and the operation cost. Therefore, in this study, we discuss the concept of incentive engineering, in which a communication service provider solves such worst traffic condition by incentivizing the users to contribute to their operation.
