Abstract(in English) The social demand for securing telecommunications in disasters, such as the Great East Japan Earthquake last year, has been increased. Telecommunication companies work out countermeasures to construct strong networks against disasters. In order to effectively work out the countermeasures, the effect of them should be grasped beforehand. Namely, reliability evaluation for disasters is needed for effectively working out the countermeasures. However, the conventional reliability evaluation based on the theory of graphs mainly intends the random failure and attaches importance to securing the normality of communication network. Therefore, we propose a new method of reliability evaluation, which uses an index considering how much the communication capacity of the network is expected, applicable to difficult situations securing the normality of the network. In this paper, we present the procedure of the proposed method, and its validity and effectiveness. Further, we also describe the application for the evaluation.
