Abstract(in English) There exist two fundamental concepts in safety control of the machine. One is ZMS (Zero Mechanical State), to secure safe human work in di-energized condition, and the other is stop category related to the safe operation stop. The principles of machine safety demand highly recommendable safety by introducing ZMS and category zero of stop function to assume completely safety of human workers. These requirements have been ignored easily in the nuclear power plant. In this report, safety of nuclear plant is discussed from the point of view of principles of machine safety. Such results of discussion are newly proposed as critical-interlock against conventional therapeutic operation system.
