A proposal a theory of policy evaluation : Digital content distribution as an example

Abstract(in English) Policy evaluation, especially evaluation of policies that has to satisfy multiple conflicting demands is not established. As an example of policy evaluation, in this paper, we focus on digital contents distribution. We clarify issues of previous researches based on PPF (Production Possibility Frontier), and propose our solution. As issues of previous researches, we state the following two missing points: 1) method for quantitative analysis, 2) theoretical basis of graph curve. Then we describe and propose our theory of policy evaluation.
