Abstract(in English) The number of smart phone users has been growing, which becomes an issue of network congestion and degradation of QoS for users. As a countermeasure, data offloading is considered as one solution. In order to realize the data offloading properly, it is important to promptly detect the performance degradation experienced by users on the Internet. Some studies have provided systems that monitor large-scale networks by executing some end-to-end measurement. However, these systems are only for the fixed network monitoring, and cannot monitor the mobile network. In this paper, we newly propose a system to monitor the mobile network by using smart phone as a measurement device. We also implement the proposed system into a smart phone and measure the mobile network performance in the real environment. Then, we present the measurement results of the current mobile network quality. Finally, taking these results into account, the consideration to the data offloading to WiFi is discussed.
