Abstract(in English) By the rapid spread of smartphones, huge traffic data occurs in 3G networks. Traffic load is serious and becomes a big problem. A lot of researches have been done for the overload of the traffic. One of the approaches is the traffic control by using the user's bebaviour. If a user does not satisfy the network quality, he wants to move to the best access point to improve his utility. User guidance service navigates the best access point. Two incentive control methods are shown in this paper. The model of the user's moving behaviour is proposed. From the questionnaire, the relation between QoS and willingness to move is shown.
