Abstract(in English) In telephone networks (NWs), absolute value control by controlling the call density is suggested as a conventional congestion control method for maintaining maximum throughput (acceptable calls/hour). However, in IP NWs, the NW bottleneck point (the weakest node or link in a NW) has changed due to advances in transmission technologies. The "call amount" is a key parameter for controlling the traffic volume so that it will equal the capacity of IP network resources. However, it has become more difficult to maintain maximum throughput during area congestion. In a disaster, such as the Great East Japan Earthquake, new congestion control techniques are also needed to give priority to affected areas. Therefore, we propose and evaluate a new "call amount" method and a "total allocation" method that correspond to the change in the bottleneck point and communication requirements in affected areas. As a result, I cleared up the best combination of a "call amount" method and a "total allocation" that maintain maximum throughput.
