Study on simplified evaluation method of Web accessibility level

Abstract(in English) Web accessibility has become more and more important to Web contents. The standard for Web accessibility, Japanese Industrial Standard X 8341-3 was published in 2010. The JIS standard was made based on WCAG (Web Content Accessibility Guidelines) 2.0. The merit of the guidelines is testable. Sufficient Criteria is defined in the guidelines and theJIS standard. In main content of the JIS and WCAG 2.0 is written in notional way. The practical techniques for Web accessibility are written technical documents, for example, "Understanding WCAG 2.0" or "Techniques for WCAG 2.0." For the test, these documents should be used as a reference, however, there are numerous rules to be tested for WCAG 2.0. It is one of the most serious problems that the tests are generally very expensive. In order to solve the problem, we are studying a simpler evaluation method for Web accessibility. In this paper, we researched 1786 Web pages of the local governments and discussed the applicability of the method.
