Abstract(in English) This article explains the architecture and the functions of Uruguayan Personal Data Protection Regime and its history. The Uruguayan Regime follows the EU Directive 95/46/EC from the beginning when they first amended their first personal data protection law (Law No. 17838). Uruguayan Government submitted official request to initiate the procedure to declare that Uruguay provides an adequate level of protection with regard to transfers of personal data from EU/EEA countries, pursuant to Article 25 (6) of Directive 95/46/EC on the protection of personal data (the EU Directive) on October of 2008. Two years later, the Uruguayan Personal Data Protection Regime was considered to be "adequate level" by the Article 29 Data Protection Working Party. Through both bibliographic survey and interviews to governmental officials from Uruguayan Government, the aim of the Uruguayan Government's of meeting "adequacy level" of EU Directive was clarified and that gives Japanese government some hints about meeting adequacy level of EU directive.
