| 抄録(和) | IPTVサービスは今後の通信・放送融合を進めるための重要なサービスとして従来,国際標準化機関及び民間フォーラムにおいて標準化が進められてきた.本論文では, IPTVサービスの標準化動向,及び各国の導入状況と規制動向を調査・分析し、合わせて各国における放送番組の著作権法上の取扱いを調査・分析する.その結果,日本における本サービスの活性化に向けての課題を明らかにする.特に,放送法と著作権法の更なる改正,及び映像コンテンツに係わる権利の集中管理により,公正競争を促進するとともに多様なサービスが開発される環境の整備が重要であることを示す. |
| 抄録(英) | IPTV services have been recognized as the key services for promoting telecommunications and broadcasting convergence, and standardized in the ITU-T as well as industry forums. This paper investigates and analyzes the status of standardization and implementation of the IPTV services in various organizations and countries, respectively. Also, it investigates and analyzes the handling of the copyright with respect to the broadcasting programs. As the result, it clarifies further study items to activate the services in Japan. In particular, it shows the need for further amending the broadcast act as well as the copyright act, and for arranging the central management systems to promote fair competition and introduce variety of services. |
