Abstract(in English) As the Internet becomes so common, it is very important to help low computer literacy users such as old beginners. When beginners start learning how to use Web, they have to learn concept of Web and become skilled in a keyboard and a mouse at the same time. We considered it is difficult for elderly beginners because of heavy cognitive load.to solve this problem, we proposed new instruction procedure which separates procedure to learn concept of Web and to become skilled in a keyboard and a mouse. In order to estimate proposed procedure, we carried out an experiment that compared proposed instruction procedure and traditional procedure. 12 subjects over 65 years old and had never used computer participated in the experiment. The result suggests that the proposed procedure may be more effective to understand how to browse Web deeply, moreover, the proposed procedure may be more effective to motivate old beginners to keep trying to use Web.
