Abstract(in English) In order to discuss the Information-Based Inductive Sciences and Machine Learning, it is necessary to clarify what is information for living creatures and how they learn. The author has been investigating on the digital feature of human language. In this article, he demonstrates that animals' sign processing mechanism is the interactive immune phenomena in the cerebrospinal fluid (CSF) between B-lymphocytes and Glial cells. The signs and the Concepts are similar as they are both combination of audio-visual stimuli and long-term sensory memories. According to the author's definition, "information" is a linearly serialized presentation of signs (=concepts) based on the grammatical rules. And, only humans who acquired logical syllables can process information, which includes logical concepts, newly assigned names to the results of logical thoughts.
