Abstract(in English) In emergent situations such as an earthquake, huge voice traffic pours into IMS network caused by tremendous requests and leads to congestion. To protect IP Multimedia Subsystem (IMS) network, telecom companies usually take a measure of originator regulation on voice call. This paper provides an automatic originator regulation of IMS voice traffic by stateless signal prioritization based on the types, order and retransmissions of SIP messages within each call session. The simulation result shows the maximum throughput is kept even in an extremely congested situation with the 60 times larger offered load than usual which was observed in the 2011 earthquake of the Pacific coast of Tohoku.
