Abstract(in English) Operation Support System is a system that monitors network elements (NE) that are parts of Mobile Communication networks. It has a congestion control function as a failsafe defense of OSS itself because NE might cause congestion when some failures occur, they send alarm signals to OSS. This congestion function control a congestion state in each network element. Congestion control has stop when NE give many alarms an assumption in the event of a large scale disaster. Then, Operation Support System resource is scarce before congestion control. In this paper, we propose a NE operation method in large-scale disaster. Also, we study about its implementation.
