Abstract(in English)	Internet systems haves been managed and operated based on self-governance in general. Domain name system is one of such examples. Self-governance means self-control and management based on "cooperation" and "autonomy". However, as the internet users have increased because of the growth of the internet, the principle of the self-governance has been facing some difficulties, resulting in that it appears useless in some cases. This paper discusses the limitations of the self-governance and concludes, then, that the self-governance should be applied for application process of the domain names without examination, while actual disputes need to be resolved by the substantive laws from the viewpoint of the fair judgment.
