Abstract(in English) We proposed location and short message communication system for the people's safety in a disaster using Quasi-Zenith Satellite System (QZSS). We have evaluated positioning accuracy of the QZSS on a Global Positioning System (GPS) station. The measurement was proved that its accuracy was less than 5 meters and its standard deviation was less than 0.5 meter. We also proposed a packet structure of the location and short message communication system. The packet size was SOObits. The maximum user capacity per 1 hour was 1.2×10^7 users using the proposed packet structure.
